Along with advances in information technology and the popularity of network applications, payroll management system has been gradually expand the government departments at all levels, for effective management of the civil service, job title and other relevant information with payroll management, government office staff can quickly and easily complete the wagemanagement tasks.Implementation of efficient systematic and electronic salary management system, allows government personnel, especially financial management and human resource managers are freed from tedious and error-prone manual work in order to reduce human error.For the demand for salary management system through the information detailed analysis and summary of the current range of the needs of the government departments for payroll management, civil service, payroll management, payroll queries and. print function modules. Then the status quo through the analysis of the current payroll system at home and abroad, according to actual needs and the amount of data requirements, decided to use the development tools and database technologies, and finally how to achieve the specific analysis and design of these modules.The purpose of this system development on the one hand to improve the efficiency of the management of government wage to get rid of the heavy work of the past by people using the pen and paper, time and effort to design a practical software system used to solve the government wage bill management in information processing the total range of content, means behind the status quo, namely the use of sophisticated computer systems to achieve the automation of human resources management. This article describes the tools involved in human resources management system and some relevant theoretical knowledge, describes the system requirements analysis process and results, the system’s overall design, detailed design of the system and how to implement the final system testing the entire system. In this paper, the realization of the system, including civil servants login, query wages and higher authorities under the information management functions, can help more effective management of civil servants’salaries and other information, such as the addition of new civil servants, to remove the old civil service wage query statistics and other operations can very convenient to operate through this system.
