The development of city area-network roughly experienced the following three stages and three modes:Weak management mode of the initial construction stage, Strong management mode of large-scale development stage, Full service load mode of elaboration stage, and finally make the transition from telecom IP net to the true sense of IP telecom net a reality.Relative to the first two stages of development, the IP telecom network of full service load pays much more attention to the loading ability of the network to the value-added telecom new business.The reasonable assignment of net resources first relies on the healthy and completed net environment of operators, therefore whether the network structure could be reasonable optimized or not will seriously impact on the network performance.In view of the network structure, after the scientific analysis of the characters and actual conditions of the city area-network, a set of new "flat" network reconstruction scheme was designed in this paper.The scheme owns a good maintainability; it ensures the sound and stable operation after the optimization, and also some advantages like resources be reasonable optimized and the network load be balanced, etc.Confronting the fast growth of internet users and the business flow quantity, the quantity of current users and the need of applications for network bandwidth become more and more urgent, with the disorder robbing of different kinds of applications for the limited bandwidth resources, the network operation efficiency is also becoming lower and lower.Deployment of DPI equipment in the operators’ networks (depth message detection) and flow control equipment becomes necessary up more.This paper put forward that structure and project be deployed through operators’province network and be proved through the contrast between the before and after data:the operators can make effective management on the export resources through the assignment for export flow rate of the above mentioned equipments, Adopting the strategy of bandwidth flow controlled in order to limit the costs of illegal applications, therefore export bandwidth resources could be saved and the running efficiency of network could be improved, and then the stable running of users’normal applications and the stable rising of ARPU value could all be guaranteed.Currently the feasibility of cloud computing in operators’ network constructions keeps getting high as the cloud computing technology becomes much more mature. The importance of cloud computing technology for third party network operators is self-evident.Construction of large-scale mature cloud computing NDC platform will not only improve the users’access speed to visit resource website and also can push business development and reduce nets settlement, the NDC platform can realize the idea of "one point access, service covers the net", making the visiting flow rate limited in the operators’network and to lower operating costs substantially, supplying the base for different services in order to enforce the competitiveness of operators.This paper also puts forward the deployment architecture and construction plan of cloud computing NDC in the third party operators, it proved that could computing technology is the important direction of present or even future network operators’construction through the strict contrast.
