With the continuous improvement of the degree of information technology, the range of applications of network measure-control system continues to expand. In all aspects of city life, such as smart buildings, smart home, network monitoring, smart hospitals etc,the networked measure-control systems have been widely used, which also makes our lives more and more closely related to network measure-control system. So the reliability of measure-control system becomes more and more to our attention.Communication controller, which is in the middle layer of networked measure-control system, up-connected to the monitoring center computer and responsible for the data transmission of its regional RTUs, plays a key role inthe entire networked measure-control system. So, the fault treatment of the communication controller has become the focus of the study.In networked measurement-control system, there are many reasons contribute to th e failure of the communication controller. We focused on the approach of failure about the link that between the communication controller and the monitoring computer and th e communication controller failure.The failure of the communication controller can be divided into two:one is the status of the link between the communication controller and monitor computer; the other is the s-tatus of the communication controller itself. That can be summarizedin two kinds of fail-ures, link failures and communication controller node failure. This article will focus and study on these two kinds of failure of the communication controller.First, analyze the link failure of the communication controller. Because it May lead to congestion or packetdrop between the communication controller and monitor PC.Due to this situation, we make the communication controllers connected to form a network, the formation of apathway between the various communication controllers. By building a bal-anced algorithm, congestion and high communication controller data evenly distributed t o neighbore communication controllers.The simulation results can be achieved congestio-n equilibrium between the communication controllers can also link failure, the data packet transmitted to the monitoring center quickly tobypass the failed link.Secondly, further study on the congestion of the communication controller. After stud-y the RED algorithm, given a algorithm named Pri-RED that can distinction the RTU data priority. That can ensure the transmission of high-priority data when the communic-ation controller congeste.In addition, for the cycle report of the data in RTU, in order to prevent the reported cache queue accumulation due to network congestion and due to the fairness of the RTU’s low priority, using cross-layer design, make the RTU application layer perception of congestion to the transport layer, and the speed of the data report and the priority of the data can be adjust dynamically.Making the reporting of data in the RTU suit the current network.Finally, for the node failure of communication controllers, given the method of in-quiring alternate communication controller. According to the characteristics of networked measure-control system, gives the probability-selection and random-backoff selection meth-ods used in combination.
