With the development of Japanese Encephalitis all the time will threat to human life.Therefore, the effective control of the Japanese Encephalitis in urgent. Considering ofrelationship between the data and other factors of the Japanese Encephalitis is quite complex,manual method not only efficiency is low but also compared of various factors is verydifficult and not intuitive.GIS (Geographic information system) is rapid development, providing us a goodtechnical foundation in the management of data. The GIS is able to access, the operation, theinquiry, display and analysis of various spatial information data of computer softwareprogram. In recent years, GIS is being used to research of the Japanese Encephalitis earlywarning, the specific area that will be a wide variety of factors influence the occurrence anddevelopment of the disease, taking into accout, for disease surveillance, early warning, theeffective allocation of health resources to provide a strong technical support, provide effectiveinformation tool on study of the Japanese Encephalitis and scientific decision-making tools.Not only saving the money, but also it is realized achieving that research of the JapaneseEncephalitis early warning system based on Geographic Information System. To take timelypreventive measures and health institutions, in order to reduce unnecessary losses, andprovide the necessary preparations. The distribution of popular areas is closely related todistribution of mosquito media, China is a high incidence of encephalitis, and in some areasfrom time to time the outbreak or epidemic. The high mortality and morbidity of JapaneseEncephalitis, and its susceptibility to host people, pigs, horses, cattle, sheep, dogs, chickens,ducks and wild birds and so on. The including of pig and the horse is most vulnerable todisease, is an important amplification host. The cycle of the Japanese Encephalitis virusepidemic in the world the first2-4weeks, first popular in the animals, due to a large numberof mosquitoes by infected will pose a threat to the crowd. Therefore, the establishment anddevelopment of Japanese Encephalitis early warning system for the construction of China’spublic health system is important.In this study, the method of combining GIS and BP neural network to complete the regional early warning, using C#.Net as a development platform, SQL Server2005as abackground, and ultimately the Japanese Encephalitis early warning. The system consists offour modules, respectively:(1) gene database module. Data management, mainly on the viralgenetic information of viral sequences in the new virus currently found in the originaldatabase and existing gene annotations, for the lating use providing comparison and reference.(2) epidemiological database module. The main achievement of the infected speciesinformation, media, species information, regional information, vaccines, vaccinationinformation and local health agencies, information entry, query, modify, delete, and reportgeneration.(3) warning module. Yunnan Province, each city or county warning information,using the GIS to load the map, and BP neural network to achieve the city or county theJapanese Encephalitis warning level, and warning level pointsone, two and three, respectivelyred, yellow and green to show. It is quite intuitive show that the health institutions, healthinstitutions is prepared to take effective measures in advance, and saving time and achievingeffective prevention.(4) database management module. Operation and management of thedatabase.Currently the software only achieved that the district of Yunnan Province of earlywarning. However, the various counties of early warning information still need to continue toadd. During the future development of the software we will continue to timely improve,modify, and debug, and making the system more perfect and more convenient. The focus ofthis paper is to establish a regional early warning system of Japanese Encephalitis. The system,from the establishment of the database to the spatial data collection, data collected onfinishing of integrity is very high. In the subsequent development progress, we will add newprovices the information of early warning.The significance of this system is timely encephalitis warning, detection of the JapaneseEncephalitis’s dynamics and the overall trend of the incidence of Japanese Encephalitis, andstrengthening the monitoring of Japanese Encephalitis. Prodiving timely and effective earlywarning information to health institutions, health institutions have sufficient time to takepreventive measure, will reduce the unnecessary losses.
