Nowdays there are two types of mobile phone development platform in the market:Smart phone development platform and feature phone development platform. Smart phone development platform reduces the difficulty of mobile application development, but smart phones are middle-end or high-end.3G mobile communication era, mobile communication will develop toward the depth direction, people need more personalized mobile phone. The attention toward the depth direction of mobile communication is not enough with smart phone development platform, and 3G feature phone development platform will take important effect on it. Currently, there are not good 3G feature phone development platform in the market, and 3G mobile phones are developed based on the existing 2G feature phone development platform. The development model of 2G feature phone development platform is obsolete, so it takes too much time to develop a new communication terminal. Mobile internet will be a focus in 3G or 4G mobile communication era, and mobile phone is not only communication terminal, but also network terminal. Mobile internet will be the important technology to change people’s lives. In this background, it’s imperative to develop a new 3G feature phone platform to meet market demands.The paper discusses a 3G feature phone platform (HMP), and focuses on the design and implementation of HMP framework. HMP is a special 3G feature phone development platform, and integrates with the corresponding hareware platform efficiently. HMP is a total solution for 3G feature phone development. The main work done as follows:the status in quo and development trand of mobile phone platform is analyised, the existence evitability and development direction of 3G feature phone platform is described; the design goal and software architecture of HMP is described, important components of HMP are explained; the high level design of HPF is brought forward, and the core components of HPF is designed and implemented in detail; the validation means and test methods of HPF are explained, and these methods are used for the validation and test of other HMP compoments; a service is developed based on HPF to verify the HPF at the end of paper. HPF is the fundament and core of HMP, and the whole HMP middleware is built on it. The HPF designed in the paper provides HMP with basic functions, as well as common development styles, patterns and mechanisms.
