With the current rapid development of mobile communication technology, the way of people’s life and work is gradually changing, mobile e-government becomes an important meausre of the government departments improving administrative efficiency and public satisfaction at this stage.The high-speed of 3G network will ensure the fast and convenient transmission of mobile e-government data and information. Meanwhile, the security of 3G network will provide good safeguard for mobile e-government. With the commericial lauch of China’s 3G network, the current domestic mobile e-government will develop rapidly.Firstly, this paper describes the network architecture of the mobile e-government system from the side of both the operators and the government. Then from the perspective of business logic, this paper gives the logical structure of mobile e-government platform which is the core part of the mobile e-government system. This paper also shows the way of user access and the certification process of critical business based on 3G network, makes a comprehensive analysis of the various system functions, including the supply of multiple communication capabilities such as SMS, MMS, WAP/WEB, statistical analysis, user management, platform management, and accounting management. Furthermore, taking the mobile e-government platform built for the local government by a domestic operator as an example, this paper proposes the practical platform implementation, including the networking scheme and the actual operation interface of the platform.Secondly, this paper focuses on the security of mobile e-government system. Taking into consideration the specificity and sensitivity of mobile e-government, besides the static network security technology and secure audit, this paper applies dynamic network security technology to defend the system from external attacks and meet the need of mobile e-government system for high security. This paper puts more efforts into the study of intrusion detection technology in the dynamic network security. Based on the basic principles of intrusion detection, combined with ideas of pattern recognition, this paper designs an intelligent intrusion detection system based on pattern recognition. The key of intrusion detection system is to accomplish cluster analysis on the reference data set by the use of the clustering algorithm. In order to eliminate the effect of the random initialization and isolated point on the clustering result in the fuzzy C means (FCM) algorithm, an improved FCM algorithm is presented. Aiming at the shortcoming of easily falling into local optimal solution in the ordinary FCM and improved FCM algorithm, this paers proposes an optimized fuzzy clustering algorithm based on the differential evolution. Finally, by use of the improved clustering algorithm proposed in the forward part, data preprocessing and sorting algorithm of intrusion detection, this paper makes the simulation analysis of the intrusion detection system.
