Inner Mongolia is vast in territory, across the northeast, north, northwest of China, has a 2400-km-distance from east to west and 1700 from south to north, where has the largest longitude out of every provincial administrative region. Such a geographical environment leads to some problems on communication among cities of Inner Mongolia. Therefore, it is very difficult and costly to require people in the whole Autonomous Region gathered in Hohhot, the Capital, to attend a convention hold by Science and Technology Agency of Inner Mongolia. As a result, it is necessary to change the participating mode. Videoconference integrates meeting room videoconferences and desktop office systems, which makes it is possible to attend a conference anywhere.The paper investigates the development of video conferencing. Then, the paper investigates high-definition video conferencing which applies H.323, SIP and H.264 signaling control protocol. Then the paper describes Inner Mongolia Science and Technology Agency’s requirements of the establishment of high-definition video conferencing systems:Inner Mongolia Science and Technology System has a one Provincial department,14 municipal Science & Technology Bureau and 105 county level Science & Technology Bureau. The importance and necessity of apply a high-definition video conferencing system are cleared then. Following the requirements of Inner Mongolia Science and Technology Department, this paper designs and implements protocols which are compatible with the H.323 and SIP protocols, and applies the H.264 Video coding protocol, at the same time covers a high-definition video control meeting system. This paper also analyzes and designs high-definition video transmission module and Gatekeeper for the network management in detail. Next, this paper resolves some key problems about stability of network video conferencing and adaptability of network quality. At last, the system which been designed was deploy to Inner Mongolia Science and Technology Agency to be evaluated that this system meet the requirements for high-definition video conferencing systems of Inner Mongolia Science and Technology Department through the practical way.
