With the development of telecom technology and the gradually opening oftelecom market, the market compete increasingly fierce,the situation that traditionalnetwork face is more and more severe.How can keep on persistent develoment inProtecting the foundation of the existing investment,how acquire the new businessgrowth to order in economizing the foundation of the network construction andmaintenance cost.It is becoming a topic that major companies need to solve urgenily.The increasing competition in the telecommunication market brings its changefrom the technology-driven market direction to a demand-driven one.Traditionalcommunication networks,which bears the concentration in business and control andmulti-functional,can not satisfy the need in he rapid generation of new business.Andthe most important development trend is separation between service and network.Network providers supply dependable and efficient basic platform and serviceproviders supply much of applications, which drive telecom industry to prosper andprogress. Because application system directly faces the need of different users, it willbe much more complicated than supporting system. So service providers of the nextgeneration network have to depend on abundant services and applications to surviveand develop. The relative telecom sets must be strongly capable of providing serviceto build NGN comprised of voice service, data service and video service.Thus thatleads soft switch technology to develop.NGN is a kind of whole network solution,belonging to the services driving network, which uses open network structure. In thisstructure, service and call control, as well as call and carrying, can be separated. Thegoal of the separation is to make services quite independent of network and to supportservices flexibly and effectively. The soft switch technology separates the call controlfunction from the media gateway, and realizes the basic call control function throughthe software on the server. The soft switch technology develops rapidly with thecharacteristics of strong elasticity, standard interface, opening service, and so on.Softswitch adopts transverse combination, open interface and generalized protocols toform the open, distributed and multi-manufacturer applied system architecture, so ithas become one of the core technologies of Next Generation Network (NGN).For the purpose of providing the solution of a plurality of service,avoiding the various disadvantage such as repeated investment,long investment period etc., whichcomes from constructing one network for one kind of traffic,NGN softswitchnetwork is now employed.In view of the above diseussion,AnShan CNC comes intoimplementing softswitch aceessp rojeet,and concurrently constucting the IP loadednetwork to satisfy the need of lowering the construction cost,lowering the oerationcost,providing various service quiekly and conveniently.For the existing network of Anshan CNC Branch, due to its complicatedcommunication network architecture, varied exchange models and out-of-date devices,either it is difficult or a high cost is needed to provide new services. At the same time,softswitch based on NGN developed quickly, and it represents the direction ofdevelopment of communication networks. To maintain the compatibility of networkand provide new services, Anshan CNC Branch has launched network intelligenceproject.This paper researches the principles, characteristics, architectures and functionsof NGN network and softswitch technology, and this paper also introduces theconnotations, the applications and the central protocols covered in the softswithtechnology. On this basis, combined with the problems I encountered in the work, Isummarized and proposed a practical and feasible technoligy programme, which isused to complete the routine maintenance and the fault treatment in operation of NGNnetwork in AnShan city. In the last chapter of this paper, the optimization scheme ofNGN network intelligence project in Anshan City will be proposed and discussed.
