With the popularity of large screen multi-function mobile phones and mobile data services, users are no longer satisfied with a simple mobile Internet.They want to use multimedia mobile network wherever the needs of business has become increasingly evident. With the development of mobile communication networks and data business applications, the mobile network throughput and a higher spectral efficiency are required in the mobile communications network.Broadcast and multicast technology has become one of the hottest research focuses in mobile communications systems. With the purpose of the realization of broadcast and multicast technology in mobile communication systems and effective use of nobile communication network resources,3GPP introduce Multimedia Broadcast Multicast Service (Multimedia Broadcast and Multicast Service, MBMS)in Release 6.In this paper based on the basic principle of the MBMS and the MBMS standard deployment scenarios and system architecture defined by 3GPP, the multipoint transmission technology can bring a high SFN gain. This is because on the one hand, the signal that users received from the non-serving cell is no longer a interference signal, but a useful signal provided together with others to perform a MBMS transmission; the other hand, multiple signals from the cells in the MBMS region can be combined in the air and be considered multiple copies of one signal with multipath effects. It can be obtained by combining a large SFN gain technology to enhance the users to receive MBMS service signal quality. As the restrictions of modulation and coding schemes, even when the user receives the MBMS services is very high SINR, the transmission rate is still limited to provide services for users, so in most cases such a high signal quality of the MBMS service transmission does not help, it leads to a power waste problem.In this paper, it makes a solution called MBMS downlink SINR power control algorithm. As in the current MBMS technology standard does not define the user reported SINR session process, so the algorithm begins with a prediction of the MBMS transmission SINR by the single broadcast transmission channel information. It resolved the problem how to get the user’s MBMS SINRin case there is no uplink reporting procedure in MBMS. Then with the information of signal quality reported by cells, MCE, through global optimization, calculates the transmission power of each cell in MBMS area to ensure the guaranteereception of MBMS transmission for all users and reduce MBMS cell transmit power to achieve energy saving effect at the same time. Simulation results show that the program can achieve the goal successfully.
