With the continuously improvement of social economic level in nowadays’society, products based on digital video technology such as digital TV, IPTV have stepped into thousands of houses becoming an indispensable part of people’s life.Digital video is the video that recorded in digital format. Several video process technologies are involved in the sampling, compressing, transferring and playing. In order to increase the engineering level of digital video process, improve the codec performance, optimize compression algorithm, adjust the parameters of transmission channel, and finally offer satisfied video signal to users, practically feasible and widely recognized assessment methodology is required to assess the video quality.Video quality assessment technologies include preprocesses technologies, such as Spatial-Alignment, Temporal-Alignment and ROI, and video quality assess algorithms. The video quality assessment algorithms can be classified into subjective video quality assessment and objective video quality assessment. People are organized in subjective video quality assessment to assess video quality according to a score standard made in advance. This kind of assignment not only has the advantage of high accuracy but also the disadvantages like easy restriction of experiment condition, difficulty in reprocess, poor operability and high cost. The VQEG exports have proposed objective video quality assessment. Objective video quality assessment uses mathematical model to replace human eyes to analysis video quality, classified into Full-Reference, Reduced-Reference and No-Reference. Though there are some differences between objective video quality assessment and subjective video quality assessment of human eyes and it can’t completely replace the subjective video quality assessment, it has the advantages of good repeatability, fast computation speed, low assessment cost and high transportability. Companies like Tektronix have put their own video quality analyzers into market.Aiming at the research topic above, the subjective and objective video quality assessment, preprocessing technology and video quality analyzers has been studied and researched, on the ground of which a fast video temporal alignment algorithm based on chroma signal histogram is proposed. Based on widely used full reference objective video quality assessment system using PSNR and SSIM, an objective video quality assessment based on MFC is designed and partly software implemented.
