Urban water system is the lifeline of the city, and is the normal operation of thecity that, when those "blood" under the ground once abnormal, it may affect the livesof millions of people, With the development of urban and the passage of time, it isparticularly important to build pipeline network management information system andinformation sharing mechanism, Now the urban water supply management system inChina main use artificial management way, which has a low efficiency, often can donothing when the pipe explosion emergency. Therefore, establish the city water pipenetwork system information platform, use GIS, to realize data collecting, management,operation, analysis, simulation and display of the pipeline network system, which canprovide basic data for planning and design, construction and the city emergency, andimprove the urban operation level. This paper’s main works are as follows:1. This paper develops an information management system for managing citypipeline. This system accords to the management of water network as the core andbuilds a database using SQL2005and Arc Catalog, bases on VS2008as developmenttools. The system is designed used to query a variety of information pipelineeffectively and quickly, positioning the tube location rapidly, provide early warningtips and so on. Introduce the most advanced GIS technology for2D and3Dgeographic information, to improve the operation and management level of the city.This article describes the design of the system, and writes a comprehensivedescription of the functionality of the system. Use this system in one small area andreceived a good result.2. This article analyses and improves the no purpose in initial and ineffective forjumping out of the local optimum in the late on Chaotic Particle Swarm Optimization(CPSO), based on the randomness, stochastic property and regularity of chaos to finda new superior individual by chaotic searching on the global best individual.Introduces an improved method of CPSO (HMCPSO), improves the ability forseeking the global excellent result. By introducing the mechanism of judge thehistorical data of particle position, reduces the excess operations of chaos, thecalculation time is reduced effectively. HMCPSO is then applied in the pipe network;the result shows HMCPSO has higher speed and more stable outcomes.3. By researching the key technology and method on embedding intelligentalgorithm into water management system, combining with the advantages of VS2008and matlab to develop the optimization module, which can insert HMCPSO algorithm to the module, realize providing optimization and help to make decision in the earlystage of pipeline building. The experimental results show that the module can callintelligence operations and display the results effectively; therefore it realizes theapplication of the optimal algorithm in network management system.
