Recently, with the rapid development of economy, urban vehicle experiences a fast growth accordingly. As a result, the problem of urban traffic congestion becomes increasingly serious. This also reflects the diversity of people’s travel demand. Therefore, whether ATIS, a core subsystem of the intelligent transportation systems (ITS), can release traffic information efficiently, accurately and in real-time to provide low-cost travel plan for people is especially important.This paper is mainly focused on the design and implementation of information release system, which is a subsystem of the online traffic flow forecast release and real-time guidance system. Details are given as following:Firstly, a method of average speed evaluation based on non-parametric regression is introduced. It is known that traffic state estimation is an important function of the traffic information release system and accurate traffic flow speed is usually used to determine the traffic status, but this system can only obtain the prediction data of traffic flow from the traffic flow short-term prediction system. To address this problem, we propose a method of average speed evaluation based on non-parametric regression in this paper. The simulation results show that our proposed algorithm can accurately estimate the traffic flow speed under insufficient floating car coverage.Secondly, we develop a web-based traffic information real-time release system. The system relies on Google map service and a MVC framework, and it releases traffic status information according to the traffic status discrimination module. Different traffic statuses are displayed in real-time on user interface by different colors, so that users can feel intuitive and easy to use.Finally, a traffic information real-time release system based on Wap is devised. We first divide city road network into grids with fixed size by utilizing the road network topology of the network database, and then draw roads and other traffic facilities in each grid as background picture applicable for phone to display. When obtaining new traffic state or prediction data of the traffic flow, this system releases the obtained information to users through the background picture with different colors. This system is established based on an accurate and efficient algorithm, and provides an easy-operated and variform transportation information release platform for people and traffic management.
