As the energy crisis become overwhelmingly fierce worldwide, the production of on-land oil is facing the difficulties of running out, and the deep water offshore oil drilling and completion will serve as the focus model of future oil production. Because of the special environment in deep sea, the cost of deep-water drilling and completion is very high, and the ultimate goal of each project is how we can achieve the best desired output of offshore drilling and completion. Apart from the technical point of view to enhance the output of drilling and completion, we could think about this problem from a management point of view, especially in project management point.Based on the traditional theory of project management and deep-water drilling & completion project management and a literature review of relevant research, combined with the PDCA concept, we propose the view of the establishment of the DIP project management system, which is based on the PDCA cycle theory. Based on the above foundation, this dissertation discusses the whole process of the deep-water drilling &completion project management and divides the whole process into six basic stages: the start, planning, design, implementation, and post-completion evaluation. Then the dissertation analyses the problems of deep-water drilling and completion project management, such as schedule, quality, and cost control and so on. Focusing on the DIP system principles, the dissertation analyses some key points of the system.Combined with AKPO oilfield project management practice, the author interprets the tools and the results of DIP project management system. After introduces the six basic tools, such as progress report, jobs database,NPT tracking analysis,record lessons learned,improvement plans,and mission reports etc. What is more,the dissertation summarizes the problems appeared from the application, such as the cost of human resources, low accuracy information, the update speed, etc. In the end, the author proposes some advices for the application. Results of the study will be very useful for the management of China oil industry drilling and completion project.
