In recent years, with a substantial increase in pre-school children enrollment rate, the quality of pre-school education has gradually caused the full attention of scholars.The principals is the most critical leadership group in pre-school education development in China, the quality of this group determines largely the implementation of major policies in a kindergarten and the quality of kindergarten education, and is closely related to the development of the national pre-school education. To promote the professional development of the principals, we should make sure what is kindergarten principals’ professional competence and quality. The competency theory can be used as a new perspective for our understanding of the kindergarten principals’professional ability. Kindergaten principals’competency refers to, in nursery management practice, performance outstanding principal of a deep-seated and persistent behavior and individual characteristics, including motives, traits, self-image, attitudes or values, a field of knowledge, cognitive or behavioral skills can be measured, can significantly distinguish the key features of the excellent performance principal and performance of ordinary principal. Competency is a deep-seated reason for the difference of the principal performance. The research and practice on the competency has fully proved the key role of the competency impact on the productivity, and competency of the principals is conducive to the promotion of principal competency improve, and be able to specify the direction of the principal of their professional development, selection, training and managing principal of the educational administrative departments to provide a scientific basis for the quality of education so as to enhance the level of kindergarten principal office park.Through the method of behavioral event interview, this study seeks to reveal the significant differences between the performance of outstanding principal and performance ordinary principal characteristics. The objects of the behavioal event interview are16principals from different kindergarten, including excellent performance group (n=10), the ordinary performance group (n=6).Through code the text of the interview with competency, statistical analysis and processing, draw two groups of principals there are differences competency.The results show the significant differences on excellent performance group principals and the other group are expertise (EXF), organizational commitment (OC), self-confidence (SCF), conceptual thinking (CT), Impact (IMP), interpersonal understanding (IU), achievement orientation (ACH), initiative (INT), training others (DEV) and teamwork (TW),the10competency. Therefore, you can determine the10competency is able to distinguish between the ordinary kindergarten principal and outstanding performance principal, the10competency can be grouped into six categories according to the classification of the Competency Dictionary, management capabilities (including culture others, teamwork), achievement motivation (including achievement orientation, initiative), cognitive (including professional knowledge, conceptual thinking), help and services (interpersonal understanding), impact and influence, personal characteristics (including self-confidence, organizational commitment), initially constructed the kindergarten principals’competency excellence model.In the conclusions and recommendations section of this research,the name of each competency definition behavior (rating scale) and found in the present study were elaborated, so that the principals or related agencies can make assessment and measurement according to the rating scale of the principal competency. Finally, this research puts forward suggestions in the three aspects of the selection, training and performance management recommendations accordingly.For the selection of kindergarten principals,the use of the competency model to determine the specific scientific principal selection criteria contribute to the administrative department of education or kindergarten truly "post match", and make the selection process more fair and equitable. For the training of kindergarten principals,competency-based principal training in determining the principal level of performance improvement of the deep-seated characteristics play an important role, to some extent, a useful complement to the country’s principal training, and then round to improve principal of competence, improve the the kindergarten management level of performance. For the perfoemance management of kindergarten principals, we should detemine the principal outstanding performance standard according to the competency model. Assess the key competency of principals and the principal performance level, then compare with the competency model, to clear the competency gap that we need to develop, and let it become the basis of the performance appraisal.
