With the continuous development of China’s reform and opening up and the social economy,the relationship between knowledge and economy becomes more and more closely. Institutions,which afford the mission of supplying high-quality talents for the sustainable social andeconomic development, play a more and more important role in the regional economy.Meanwhile, Institutions is also playing an increasingly important role in the development of theregional economy. How to maintain a fine relationship between the regional economies and theinstitutions has been a focus concerned by all aspects of society.Dongying, as the only prefecture-level city, which is covered by both the “Yellow” and the“Blue” national strategies in Shandong Province, occupies an important position in the economicdevelopment of Shandong Province in the “12th Five-Year Plan" period. Currently Dongying hasonly two Universities (College) and three higher vocational colleges. This situation obviouslycan not meet the needs of rapid development of the social and economic development inDongying; and it is obviously unable to provide adequate intelligence support, personnelguarantee and social services for the development of regional economy. Thus, how to maintain afine relationship between the regional economies and the institutions in Dongying is the problemfocused by this article.Starting from the theoretical basis of the interactive development of the institutions and theregional economic development; combined with the situation of institutions of and the regionaleconomic development in Dongying area; compulsively using of theories of management science,pedagogy and economics; based on the new economic growth theory, human capital theory andthe regional competitiveness theory; using the methods of literature review, comparative analysisand empirical research, macro research and micro research, this article will analyze the highlycorrelation of interactive development between the institutions and the regional economy,. Thisarticle also will explore the causal relationship between the two aspects in a dynamic, dialecticaland developing view. Based on the empirical research on the relationship between the interactivedevelopment of the institutions and the local economy in Dongying, this article will put forwardsome suggestions and countermeasures to keep the benign interaction between Dongying highereducation and regional economic development.In this paper, the first chapter mainly elaborates the domestic and international background ofthe research, the theoretical and practical significance of the research, the main content of theresearch, research methods and research innovation etc. The second chapter starting from thebasic concepts of colleges and universities, regional economy and regional economic development, expounds the theoretical basis of this study: the new growth theory, human capitaltheory, the theory of regional competitiveness, and to domestic and reviews the foreign anddomestic studies of the relevant literature. The third chapter studies the interactive relationshipbetween institutions of higher learning and regional economy from three aspects: the function ofthe institutions on the regional economy; the function of the regional economy on the institutions;the function, and the problems in the interaction between the intuitions and the regional economy.The fourth chapter elaborates the present situation of the institutions and the regional economy inDongying, and analyzes the existing problems in the interaction between institutions and theregional economy. According to the actual situation of Dongying, the fifth chapter puts forwarddevelopment countermeasures and suggestions to realize a good interactive relationship betweenthe institutions and the regional economy in Dongying City: first shift of the concept of highereducation, increase investment in higher education, expand the scale of higher education; second,strengthen the government’s macroeconomic control, optimize the structure of higher education,construct the system of higher education; third, deepen the teaching reform, adjust the specialtysetting, improve the quality of personnel training; finally, institutions, government, enterprisesshould strengthen cooperation to promote the transformation of scientific and technologicalachievements and strengthen the social service functions of the institutionsThe innovation of this article: starting from the theory basis of the interactive developmentbetween the institutions of higher learning, this article will systematically study the interactiverelationship between the institutions of higher learning and the regional economic development,and offer reasonable countermeasures and suggestions to the problem of the interactivedevelopment of the higher education and the regional economic development in the specificDongying area and in the specific historical conditions.To discuss the interactive relationship between the institutions and the development of theregional economy, and have a clear understanding of it, has important theoretical and practicalsignificance on the development of Dongying regional institutions and economic society.
