In2001, our country made the new basic education curriculumreform and promulgated “Basic Education Curriculum Reform Outline(for Trial Implementation)”, therefore, primary English formally becomesa core course in elementary school. The country takes English educationinto great consideration, and primary schools also greatly consider theEnglish teaching, in order to adapt to the trend, some schools begin tolearn English from the first year, indeed, the position of English inprimary school is higher and higher. However, various of Englishcocurriculum classes after school in society mushroom quickly in a fewyears. And parents willingly send their children to non-governmentalEnglish training organization to have further learning for their goodfuture. Obviously, this kind of English training school has become asecond class for students. Because its teaching contents are similar to theschool course, this phenomenon also can be called “Shadow Education”.In the study, the main purpose is to understand the current situationof primary education and the English education in elementary schools, toreveal the existing problems, to analyze the reason behind the problems,and to make attempts to put forward some policies and suggestions forimproving primary English teaching, at the same time, I hope theeducation authorities must value it and parents also should think about itso that they can provide some meaningful and constructive advices on theexisting primary English teaching and English teaching reform. On theother hand, my paper is mainly based on the objective of new curriculumreform, and applies the related theory of educational psychology andEnglish teaching, besides, the writer uses documents to trace thedevelopment of after-school class and practical investigation, including questionnaires and interviews, to deeply survey teachers, students andparents. As for the questionnaires, the writer consults some references anddesigns it. So the writer selects the primary students mainly from Xinchenarea in Hohhot, Inner Mongolia to make a survey.240copies werehanded out, with217copies were returned. The results of the surveyshow some serious disadvantages brought by after-school class, such asthat it puts pressures on students’ study and economic burden of thefamily, and also leads to education corruption. In addition, my thesisexplains the current situation of English education in primary school:teachers’ negative attitude, students’ passive learning attitude. And evenparents have incorrect and unscientific educational concept and methods.Most importantly, the thesis, which bases on the new curriculum reformand the new curriculum standard, hopes students can really enjoy theEnglish learning in class and learn the practical English without otherpressures through analyzing pupils’ English learning. I believe it’smeaningful. At last, the study shows the results are reliable and valid.
