With the development of economic society and the advancement of urbanization, China began to enter the new period of industry nurturing agriculture and cities support rural, rural sports is bound to usher in a new development opportunity. Clearly points to2020of the17th national congress of the basic coverage of urban and rural public service system, therefore, it is necessary to construct rural sports public service system, to safeguard the rights and interests of peasant sports, exercise stimulate the farmers enthusiasm, improve farmers’quality of life, development of rural sports enterprise has the vital significance, is also building a socialist harmonious society and accelerating the construction of the sports great power strategy.In this paper, using the literature method, survey method, mathematical statistics and other research methods, the beibei rural sports public service situation investigation and analysis, on this basis, through the theoretical research and empirical research method and using a combination of public management, public economics and other related knowledge, the beibei rural sports public service system construction to carry on the multi-dimensional research.The study found the following problems in current rural sports public service, first, insufficient capital investment, the investment mechanism is not sound, most rural no special sports funding. Second, sports fitness guidance is not standard, insufficient number of sports instructors, sports director is non-professional sport lovers, more guidance level is low, optional the gender is strong. Third, sports content is monotonous, the vast majority of relatively simple dam dam dance, can’t meet the needs of villagers’ diversification. Fourth, infrastructure construction is lack of scientific and reasonable planning, facilities lack and there idle phenomenon. Fifth, a single exercise groups, mainly middle-aged and old women, small, cannot form a good leading role. Sixth, sports propaganda means a single, monotonous, the propaganda propaganda frequency is low. Seventh, the villagers and village cadres sports concept remains to be further improved, the individual’s perception of sports needs further into concrete actions.Aiming at existing problems, and combined with the actual situation of the region, puts forward the beibei rural sports public service system construction of concrete ideas and measures:first, establish the guiding ideology and basic principle, and according to the state promulgated "the central committee of the communist party of China, the state council on further strengthening and improving the sports work in the new period of opinion" and "sports, the12th five-year plan" and the current actual requirement of establishing the components of current rural sports public service system, including the organization and management services, facilities services, fitness guidance service and information publicity service four parts.
