During the more than thirty years since the implementation of the reform and opening-uppolicy, with the rapid development of the national economy, a large number of surplus rurallabor force are pouring into the economically developed regions. Under the tide all around thecountry, as a provincial capital, Jinan also faces the situation with the abrupt increase ofexternal population, like other provincial cities. With the rapid rise of the external population,the number of school-age children also undergoes sharp increase. In order to adapt to thischange, the government of Jinan carries out designated entrance system for these children ofthe migrant workers to render these students the chance to receive education. However, inthese designated schools for the children of migrant workers, a number of students cannottruly incorporate into the life of the urban areas due to the change of location, the differencebetween cultures and so on. Especially for the adolescents in Junior High School, the theirproblems in the aspects of behaviors and psychology add great difficulty to the moraleduction of the school and also propose rigorous challenge towards the normal operation ofthe school.As the teacher in Junior High School of the designated schools for children of themigrant workers, the writer adopts the method of questionnaire to obtain the first-handmaterials of the ideological and moral status quo of the children of migrant workers, with afocus on the third-grade students in our Junior High School. After deep thinking and analyses,the writer proposes the education countermeasures on the ideological and moral status quo ofthe children of migrant workers.The paper can be divided into three parts in addition to the introduction.The first part is the survey concerned with the ideological and moral status quo about thechildren of the migrant workers in the Junior High School. The writer conducts the survey andresearch toward six aspects, which are the outlook on politics, the outlook on life, the outlookon values, the moral and legal outlook, learning quality as well as personality psychologicalquality. The writer holds the idea that the moral situation of the children of migrant workers inthe Junior High School tends to be stable in mainstream, healthy in ideology in addition tostriving to the better; however, there are also some problems existing in the ideology andmorality of them, such as not caring for the current issues in our nation, the lack ofconfidence in the governess of the social problems, being self-concerned in the judgment of affairs, being weak in the social exchange ability, being short of the courage to overcomedifficulties, owning unhealthy learning habits and having typically weak courses.In the second part, it is about the analysis of factors affecting the ideological and moralsituation of the children of the migrant workers in the Junior High School. By conductingdeep analysis about the data obtained by questionnaire, the author believes the factors playingan important role in the ideology and morality of the children of the migrant workers, mainlyinclude the lack of family education, the insufficiency of the pertinence on the moraleducation of the school, the deficiency of the social concern.In the third part, the author proposes some countermeasures to improve the ideology andmorality standard of the children of migrant workers in Junior High School. In order to jointlycreate the excellent educational environment for the children of migrant workers in JuniorHigh School and upgrade the ideology and morality standard of them, the author puts forwardthe corresponding suggestions from the perspective of family, school, society and so on. In theperspective of family, the author strongly recommend that the parents should take the lead toset a good example of their children and show great concern towards the psychologicalproblems by their words and behaviors in addition to focusing on correct guidance tostrengthen the family responsibility of their children. In the perspective of school, the schoolshould create comfortable and harmonious campus cultural environment to care about thechildren of migrant workers by making all forces of school into full play. In the perspective ofthe society, the society should construct fair and appropriate institutional environment to makethe various forces of the society become powerful dependence of the ideological and moraleduction towards the children of migrant workers. Only by making the objectives of family,school and society consistent with each other and closely cooperate and support each othercan improve the ideological and moral quality of the group of the children of migrant workersin Junior High School.
