public welfare position is an employment assistant system established by theState Council in2003. It aims at solving a big amount of laid-off workers’unemployment, and also a way to maintain the national stability and harmony. In thedeveloping process of the public welfare, the government plays an important role inrunning public utilities and implementing the values of public welfare through itssignificant public forces. With the continuous development of the public welfarepositions, a sizeable group has formed–public welfare group. Most of the people ofthis group have experienced unemployment. They used to be employed and thememories have never faded away. They still yearn for being employed. Engaging inthe public welfare positions brings them back a stable income, good social welfare,and the regular life, which give them a sense of belonging and the memories ofbeing employed have been renewed. The study of C city’s public welfare groupillustrated that even though most of them are low-income, but they have strong senseof happiness and fairness. The study also found that there is a big gender differencein the living situation of the people in public welfare positions.Thinking about the practice of the public welfare positions and the currentsituation of the working group, the author summarizes five points of the publicwelfare positions’ restriction and the countermeasures. First, most of the people inpublic welfare positions treat the public welfare positions as a life-long job and thinkof dong it until they retire. At the same time, the employers are worried about the bigstaff mobility and less continuity of work. Therefore, neither from the targetinggroup, nor system designers’ point of view,“the absolute employment” is suitable for public welfare system. Second, the development of the public welfare positionsneeds the government’s long-term support on policy and finance. The government’sfinancial affordability influences the stability and the continuity of the publicwelfare positions. This dependence makes the public welfare positions with lowsalary and less social welfare security. Third, the public welfare position is actually ameans of public welfare that depends on the government supply. The governmenttries to reach the efficacy of production and reproduction through the way of“making the poor serves the poor”. However, because of the insufficient of thehuman resource and the social capital, and insufficient of the community power, therelationship between them and the service targets cannot reach the level of helpingthe weak, but only stay the level of service. Forth, the people and work are managedby the human and social department and assigned by the functional department. Thework places that the public welfare people work for actually do not have the right tomanage these people, which can easily cause confusion on personnel managementand impede the day-to-day work. Fifth, the public welfare positions can solve somepeople’s unemployed status, but it isn’t a long-term plan. The government’sprocurement of services is the developmental direction of the public welfarepositions. It can not only reduce the government costs, but also increase the qualityof public service and the employee benefits and form a long-term mechanism of“double helping to the poor”.
