| With the development of the education, the policies of combining schools are promoted and executed in our country, so as to integrate education resources and improve the efficiency of schools. And more and more school buses are to be needed under the conditions.However, China’s professional school bus transportations start to be late and the policy system is not perfect too, so many accidents of school buses are always happened, causing the wide attentions of the whole society.Regards Marx’s view of fairness as the guiding theory, this thesis is going to solve the problem of school bus safety from the fairness of this a new angle of research. First of all, this thesis summarizes the current status of the school bus resources, besides, the paper describes the domestic and international research status; secondly, the papers also researches the development of China’s school bus and theallocation of their resources, then analysis the defection and unfairness of allocation of school bus resources; thirdly, the article comments the successful case of the allocation of school bus resources from America and Deqing of Zhejiang, draw lessons from their successful experience; fourthly, this article reflects the fair distribution of school bus resources, including the concept of educational fairness, the fairness investment of the school bus, the efficiency and the privilege of school bus; finally, draw conclusions about unfairness of allocation of school bus resources.Based on the comparative study and empirical methods, this paper absorbs the development experience of American and Deqing school bus.
