Sports associations as mass sports organizations, sports workers of the party andgovernment bond, which is an important category of social associations, and sports activitiesone of the forms of organization. In China, the sports associations are backing thedevelopment of modern sports, sports socialization needs of diverse groups to meet thesocial differentiation, and can form a government departments of power "social constraints"to form a government community sports "good governance".This study through the literature, expert interviews, questionnaire survey, the number ofstatistical method to the grass-roots organizations in the Jilin Province sports associations inthe organizational system unit-Sports Association for the study, Primary Sports Associationfor the organization internal factor structure of the research, Jilin Sports communityorganizations at this stage the relationship between the elements and the elements of theempirical survey, revealing the structure of the sports community organizations; analysis ofthe causes of the problem, and then optimize the structure of the basic ideas from theperspective of sociology, management.
