The professional qualities and practicing ability of administrator in social securitydepartment directly affect the implement of social security policy, the level ofmanagement in public utility and quality of public service. Nowadays, the total level ofprofessional qualities and practicing ability of administrator in social security departmentis very low, much less a complete evaluation system and vocational trainingn system, whichhas been one of bottleneck in the processing of social security’s sustainable development.This research analysis the present situation and exist problem lies in administrator ofsocial security department with professional qualities and practicing ability in term ofhuman resources perspective, as well as "person level match" and "leaked barrel effect".Through the investigation on administrator in social security department, the researchestablished an evaluation system of administrator’s professional qualities and practicingability in social security department, combining with competency evaluation index ofcivil official, administrator in public sectors and corporations. The research used theAnalytic Hierarchy Process to compute the weigh of index, and then set up the model ofFuzzy Assessing. By using this method to evaluate professional qualities and practicingability of administrator in some representative sector of Songjiang area, we reveal thereason behind it, and at last we put forward the policy suggestion in proving theprofessional qualities and practicing ability of administrator in social security department.The basic viewpoint of this research is: Firstly, we have already established anintegral social security management. The low level of professional qualities andpracticing ability of administrator in social security department affect the implement ofsocial security policy; Secondly, The prerequisite of proving the professional qualities andpracticing ability of administrator in social security department is to establish a systematic evaluation index system. So the research established an evaluation system ofadministrator’s professional qualities and practicing ability in social security departmenton the basis of competency evaluation index of administrator in public sectors and civilservant as well as model of Iceberg competency. This evaluation system can measure theprofessional qualities and practicing ability of administrator, also can provide a basis tovocational training of administrator in social security department; Thirdly, thecountermeasures to prove the professional qualities and practicing ability of administratorin social security department includes standardization in setting up social securitymanagement, unification in standards of practice and assessing system, perfectingvocational training system and increasing financial input by government as well asimproving its motivation mechanism...
