Though a series revision has been made on the former performance appraisal system, the current one still has lot to be improved. It greatly differs from the counterpart in western countries. The administrative staff in western countries are professional HR personnels which do not involve in teaching and reseach, whereas those in China must take both research and administrative responsibilities. Thus, it is significant for China to build a customrized performance appraisal system. In this paper, we put forward 5 applicable indexes and present their accurate implications.We attempt to build the index system to evaluate the performance of middle-level administrators in universities. First, referring to the evaluation systems for public officers and entrepreneur staff, we analyze the disadvantages of the current system. With respect to five indexes , we qualitatively and quantitatively design sub-indexes. To make them more practical and reasonable, the sub-indexes are explained clearly.Finally, we introduce the practice for evaluating the performance of middle-level administrators and present the results. Using AHP method, we make an empirical analysis. We provide the relevant suggestions for feedback of the results.
