With the increasing Education investment, establishment of schools have been improved and Education human resources management has got much more focus of public policy.principals play an important role of the balanced compulsory education development and fair education as the leaders of schools. The quantity of policy about principal exchange is less than The quantity of policy about teacher exchange and the research of principal exchange is ice point of academic research.The writings about principal exchange are also not enough.The objective of this paper is get interpretation about principal exchange from the academic vision. Based on the balanced development of basic education, this paper mainly focuses on principal exchange from the perspective of formal and informal system. The topic selection is based on the background of principal exchange. After collecting,analyzing and sorting the historical documents about principal exchange, I settle down the study’s main content and the perspective of the principal exchange mechanism.This research will account for condition of principal exchange at present from theory, data and phenomenon in the way of analysis of literature, logic analysis and questionnaire survey. Through the questionnaire survey to get the principals’views of the policy of principal exchange.Because of the effection of informal system,I would analyse restriction from formal and informal system. The balanced compulsory education development and fair education. It is also important to promote the management and qualities ofteachers in compulsory education schools of urban and rural areas. At present, there are several problems with the principal exchangemechanism such as shortage of basic guarantee mechanism and relative mechanism, low position of exchange and managementdepartment, no financial guarantee and so on. In order to promote the development of principal exchange mechanism, this paper suggests that the responsibilities of government and education administrative department should be clarified and special fund ofprincipal exchange mechanism should be set up. Besides, basic guarantee mechanism, evaluation and incentive mechanism should be established.
