Contents With the development of today’s world of science and technology, social, economic and cultural globalization trend exacerbated by the high degree of internationalization of education has also become a major trend of the development of higher education in the world today.Students internationalization strategy development is an important part of the internationalization of higher education, exotic international students studying higher education process of internationalization of the most durable, the most direct and most important form. Therefore, the international development of students in higher education has become the field of higher education issues can not be ignored. In recent years, the mainland and Taiwan have become increasingly frequent economic exchanges, the attendant cultural exchanges increasingly close. Internationalization of higher education in Taiwan than the mainland three decades earlier, students for Strategic and International Student Strategy development more perfect, and there is merit. But in recent years the internationalization of higher education in Taiwan in the slow stage of development, the mainland internationalization of higher education with the rapid momentum of rapid development, the two sides in the international development of students in higher education, especially students strategies and international student strategy, the same strain in Taiwan there is a lot we can learn from experience, we should learn from each other, the better to promote cross-strait students in higher education international development. Using literature review and Comparative Law, Bereday four-step strategy for the internationalization of higher education in Taiwan and the mainland students, international student strategy development process, the status of implementation of the implementation of results and implementation issues made the comparison and research for the next continent to develop higher made reference to proposals in the long-term development strategy for the internationalization of education.The research was approved analysis and comparison, the following conclusions:Taiwan and the mainland of students in higher education internationalization strategy development are subject to political and economic factors; continent focus on training high-level personnel human resources, and Taiwan started to promote the internationalization of higher education into the purpose;mainland take unified management as the principal thing; foreign students to study in Taiwan to have academic degree the number of graduate students than on the mainland, the mainland have the partial short-term academic exchanges, visiting scholars; foreign students studying in the field of partial Chinese medicine and the humanities mainland, Taiwan partial business and engineering;Origin of International Students in Taiwan and the mainland were highly highly regionalized.The suggestions of the comparison are described as follows:building an official organization in charge of international education; setting human resources data base; rethinking the necessary of the obligation of returning to mainland after the education; enrolling international student strictly; bettering scholarship system; standardizing language capacity of international students; a complete management of international students; emphasizing on advertising overseas; developing new programs to attract international students to study in mainland; increasing the working opportunities for international graduates in mainland.
