A Study On The Situation And Influencing Factors Of International Study Abroad

Innovative talents play a decisive role on China’s economic growth transformation from factor-driving or investment-driving forms to an innovation-driving one. In the past, in order to cover the domestic shortage of talents, China tries hard to introduce talented person from abroad.However, introducing talents from overseas is a passive method. Instead, it is more positive and goal-oriented to send international students abroad. So firstly clarifying the mechanism of the decision on studying abroad, and then specifically sending and attracting international students,are of great help to lead talents circulation in China to cater to its innovation development strategy.This paper carefully describes the trend of international students flow in the world and prudently deals with the features of this flow in different income-style countries with data from WDI database. Also it particularly points out the international students’ status in countries which receive or convey a large number of students. Asian countries and middle income countries, especially China, are more and more important in the global international students flow. On the one hand, the absolute number of international students from Asian countries and middle income countries is rapidly increasing year by year; on the other hand, the account of international students in Asian countries and middle income countries is also enlarging as the years gone by.Using the new OECD education database about bilateral student flows form 202 countries to 34 OECD countries and 9 non-OECD countries, this article empirically testes the decisive factors in the choice of native student to study abroad. The outcome implies that no matter whether the international students are form developed countries to developed countries or from developing countries to developed countries, with the gap between two countries’ education level and income level expanding, the international students flow is hindered.The article imply that China should make full use of the strong trends of international students flow. All levels of government ought to pay high attention to the issue of international students,and establish international students’ development scheme, which should both adapt to the local economic growth and be in line with the world talents market’s operation; great endeavor need be made to improve domestic education level and to cultivate more high quality international students; it is better for the government to continuously increase citizens’ income level to provide material guarantee to outstanding international students, and to set up various funds to subsidize students to study overseas. With all these processes done, long turn backflow of large number of eligible international students will be possible.
