Structure Of Quality Standard System About Higher Education Personnel Training Of China

The quality of education is the lifeblood of the personnel training, the quality standard of personnel training in higher education has been widely concerned in society, the former standard has no longer met the need of higher education, the national higher education quality standards, the assurance of the quality of higher education and government accountability, which need the specification at an national level. To establish a clear standard framework to regulate all kinds of different levels of personnel standards, different levels of education can achieve their educational goals better, all acts are under the specification of the standard, further, improving the quality of higher education.This research uses methods including concept analysis, literature, historical research and comparative study. In the collection of domestic and foreign higher education quality standard system, the legal system of higher education, quality assurance information, on the basis of the results of previous studies, such as a summary, the use of a comparative study of law-the core method of this study, the higher education system of quality standards of China and developed countries, higher education legislation and quality assurance system are compared and analyzed, thus drawing on the developed countries of the outstanding experience, combined with China’s actual conditions, constructed with Chinese characteristics, the quality of higher education standards framework, the framework consists of different levels of education personnel training standards, quality assurance standards and quality information standard, and analysis the relationship of the elements in the framework. Finally, we propose recommendations of the quality standard system to be able to run the policy and legal environment, including legislation and policy support, and to improve the Higher Education Quality Assurance.
