The conversion of Chinese higher education from the denotative development to connotative development, from economies of scale to the economies of quality poses renewed demands of specialized quality for teachers in higher education schools. The specialization development of higher education school teachers should not only meet the diversified properties of teachers specialization development, but also should lay more emphasis on the specialization independency of them, laying weight on the inherent specialization improvement of the individual teachers. As the values objective and functions for higher education are different from those for basic education, the specialization development for higher education school teachers focuses on the requests for scientific researches and the social service to a great extent, in which their unique social values lie. Therefore, this text carries out a systematical and empirical research on the problems underlying in the specialization development of higher education school teachers.On the basis of the concept defining for the specialization development of higher education school teachers, this text demonstrates the significant differences between the specialization development and the specialization of teachers, the specialization development between higher education school teachers and primary and middle school teachers. It points out that the specialization development of higher education school teachers is a process of the constant update, evolution and enrichment for the personal specialization structure of teachers during learning and practicing in the process of teaching, scientific researches and social serving. The text makes reviews of the policies changes in the specialization development of higher education school teachers since the Reform and Opening up. It displays the state major policies on the specialization development of higher education school teachers, gives analysis on the practical effects achieved by the higher education school teachers on the aspects as teaching, scientific researches and social service with the implementation of these policies. With the introduction of Theory of Specialization, Theory of Life-long Learning and Theory of Self-Realization, this text demonstrates the conformity of it to the inherent requirements and the theoretical basis of the specialization development of higher education school teachers.With the example of the University X and with the comparison analysis on the professional titles structure of age and education degree, the teachers professional titles of different gender, political status, education degree, disciplines and categories, professional titles of teachers graduated from University X and other universities, as well as the titles structure of teachers from universities with and without key disciplines, this text displays the significant effects of the factors above on the specialization development of higher education teachers. Combining with the interviews, the conclusion is drawn in the text that there are deficiencies in the knowledge of specialization development, teaching skills, reflective abilities, and the overburdened teaching tasks as well as the limitation of disciplines development that are underlying in the specialization development of higher education school teachers. In the end, targeted on the problems underlying in the specialization development of higher education school teachers and from the aspects as the system guarantee, organizations support and inherent spur, this text makes proposals to promote the specialization development of higher education teachers as to regulate the teachers specialization cultivation standard, to establish an evaluation system of specialization development for teachers, to implement the tutorial system and assistant system, to perfect the system of lecture contests, to expand individualized trainings for teachers, to strengthen the conscious for teachers to develop selves and to promote the educational wisdom with teaching reflections.
