Since the "Reform and Open" policy was executed, a lot of young men used to live in rural area have flocked into city and become migrate workers. Left in the villages are elder, women and children. And without doubt, women are the strongest labor force among this group. With the promotion of democratic politics in rural area, more and more women are becoming awareness of the participation of local politics. That’s why some outstanding women have been part of the rural politics and complete the rural political system of villager autonomy. This has been contributed a lot to the promotion of national democratic political system and new countryside building. Because they are just new to this political platform and still have a lot to improve in order to provide better service to the local villagers. Concluding that research on the community management ability for these female village officers becomes very necessary and has great practical meaning. Based on Maslow’s hierarchy of needs, this thesis carried out an analysis according to the result of satisfaction&necessity rate investigation on different female village officers in the eyes of villagers, members of village and town organization. From that, we hope to find a good way to enhance the community management ability of female villager officials under the background of new countryside building.First of all, after summarized the former studies on female officials and management on rural area, according to Maslow’s hierarchy of needs and different real requirements of villagers, the index system is initially established for indicating the community management ability of these female officials. Temporarily, the management ability spreads in four kinds and they are organization, determination, interaction with other entity and personal influence, based on this, the community management ability has been analyzed in deeper details. The second step is analysis based on the satisfaction and desiring from different level of the community to the female officials. The levels include villager, village organization members, and town organization members. Three groups all showed positive sign for their communication skills. But at the same time admit that ability level is far behind the requirements, especially on technology aspect. Satisfaction for hierarchy of needs stays in the low level. Conflicts are existed between the general and specific knowledge towards samples collected. Thirdly, the reason of china tradition influence is supported by frequency analysis. Authority of rural town has tendency on gender election. Lack of support from village part organization and ability deficiency themselves. Some constructional policies are brought up like:reform and optimize the system, encourage more participation from different groups. Tide up different connection, improve personal influence. Some target-related and multi-level training and humanity management should be carried out.The unique features of this essay are:firstly, combination of theory and practice, some polls were designed according to Maslow’s hierarchy of needs and different real requirements of villagers. An index system is established for indicating the community management ability of these female officials. Secondly, the results of the survey have undertaken frequency analysis by SPSS software. The analysis is focused on the satisfaction and desiring from different level of the community to the female officials. This research aims to conclude a result with science balance.
