The Study On The Problems And Improvement Suggestions Of Policy-making Of Private Higher Education In China

With the popularization of higher education process, the advancement of private higher education as an important component of higher education in China is playing an increasingly important role. In particular, China’s accession to WTO, private colleges and universities to further accelerate the pace of development, the scale will become increasingly stronger, no doubt about the outcome. It should also be objective to see that the development of private higher education also faces a variety of pressures and challenges. At present, the further development of private universities have encountered source of students, teachers, funding, quality range of issues, if not given much attention to the further development of private higher education may face a bottleneck.Private higher education has become an important part of the national higher education, history of the development of private higher education can be said is that the history of the evolution of a policy. The private higher education policy-making has become particularly important in the development of the deficiencies and the corresponding rationalization proposal is the focus of this paper. In addition, foreign private higher education policy-making experience is suited to China’s national conditions? How should we dialectical learning, so as to promote the vigorous development of private higher education.In this paper, a literature method and summarizes approach is used to investigate problems in the policy-making process of China’s private higher education and give suggestions for improvement. Through the policy-making process of China’s private higher education in the research, identified private higher education policy-making process exists in the policy lag obviously, the lack of school autonomy in private colleges and universities, funding policy, blank, unclear definition of property rights and other issues. In response to these problems, from specification and clear the procedures and standards of private higher education policy-making, reformatory and innovation of mechanism and system, limited the selected principal of the headmaster of private colleges, introduction of private colleges and public colleges of fair competition, establish the interest return mechanism and reasonable funding mechanism and the establishment of a rational policy and property rights policies, etc. are given suggestions for improvement.
