Many countries had launched a series of pre-school education policies so thatthey can promote the development of pre-school education, therefore,the issue ofpre-school education policy has become one of the important topics on worldpre-school education research. For recent years, the British government issued a lot ofpolicies so as to facilitate pre-school education development, such as “Every ChildrenMatters”,“A ten-years strategy for childcare”,“The early years foundation stage”,“The children’s Plan” and so on. The thesis attempts to systematically sort out thebackground,policy, contents and implementation of pre-school education policy in theUnited Kingdom in recent decades,to further learn about the pre-school educationpolicies in the United Kingdom and thus to provide some consults and references forour country’s pre-school education reform and development in future.The thesis is mainly composed of the following nine parts:The first part of introduction consists of the following four aspects: presentationof topic reasons, definition of the concepts, purpose and significance of the study andinduction of the research on pre-school education policies in the United Kingdom.The second part is the background of the pre-school education policiespromulgation in the United Kingdom in recent decades.It analysis the worldeducation thoughts in recent decades, Labour’s education concept and pre-schooleducation challenges.The third part mainly introduces the background, contents, the implementationeffect and deficiencies of the “Sure Start” programme.The forth part is “Every Children Matters”.it includes the background, contentsand the implementation effect of this document.The fifth part is “choice for parents,the best start for children---a ten-yearsstrategy for childcare and consulation responses”.It marks a new stage of the “surestart”programme.This part mainly elaborates the background,contents,the role of thelocal authorities, the implementation effect and deficiencies.The sixth part is “the early years foundation stage”. It closely related with “a ten-years strategy for childcare and consulation responses”, and is the center part ofit.this part expounds the background, contents, advantages and disadvantages.The seventh part is “childcare act2006”.it elaborates from the background,themain contents,the power and responsibility of local government,the familyinformation servise and challeges.The eighth part is “The children’s Plan: Building Bright Futhers”.it elaboratesseparately from five aspects,the background of it, the primary target, the2008and2009progress report.analyses the implementation effect and existing problems.The ninth part is a summary and enlightment.Firstly it analyses the successfulexperiences and exitstential problems of the pre-school education policies in theUnited Kingdom in recent decades, next proposes enlightenment to our pre-schooleducation reform and development.
