With the rapid knowledge economic development and increasing market competition,enterprise’s competitive environment becomes complicated and rapid day by day. In orderto increase the competition ability, the enterprise adopted a series of managementinnovation to promote human resource management changing. As a new managementmode, outsourcing has already brought enormous value to enterprises, and also causedgreat concern of theory circle in recently.“Human resource outsourcing(HRO)” is a new management mode good forincreasing the efficiency and obtaining the competitive advantages. In the recently years,along with the deep reform of human resource system of public institutions, the humanresource management almost realizes setting of post as per demands, open recruitment,position competition and fixing salary as per post, performance examination and contractmanagement. Meanwhile, some institutions are actively developing the new employmentmethod, such as project employment and employee dispatching, to activate theemployment mechanism. Therefore, the human management function of public institutiongradually turns to human resource development and management, setting up a foundationfor the promotion of human resource outsourcing in the college and universities.The HRO concept has become very popular in foreign countries, and HRO business isbeing expanded to the whole world at a fast speed, and becomes an important part ofbusiness process outsourcing. To seek better development in the market that is constantlychanging, the public institution must make great change and reform to change the oldmanagement mode and become simple and condense. Therefore, the HRO becomes a trendand is adopted gradually by the public institution that should be simplified reformed.This paper selects a special angle of higher education institution for the research ofhuman resources management outsourcing. By using comparative analysis method, thepaper make introduction on the intension of HRO and university human resourcemanagement HRO, which are based on combination of literature on human resourcemanagement at home and abroad. According to analyzing the present situation of ourcountry university human resource management outsourcing, this article proposesnecessity of our country universities to implement human resource management outsourcing. At the same time, through basis on using SWOT analysis method on thefeasibility of our country university HRO, and drawing lessons from foreign universityHRO experience, the paper promotes planning and policy suggestions on the implement ofHRO on our country university from macroscopic and microcosmic point of view. First, itis to cultivate the idea of university HRO. Second, it is to develop and perfect the relevantlaws and regulations of outsourcing market. Third, it is to play the guiding role ofgovernment on the cultivation of healthy outsourcing market. Fourth, it is to strengthencommunication and coordination between of the university and outsourcing serviceprovider. Fifth, it is to select the right outsourcing projects and make reasonableoutsourcing mode. Sixth, it is to establish the monitoring and early warning managementsystem.
