| Recently, The gaming industry has become one of the mainstay industry in many countries and regions, and also be considered as the sixth largest industry of the national economy in many developed countries. In the past ten years, the gaming industry gets rapid development and has played a more and more important role in China. The total sales of lottery reached up to221.582billion RMB in2011, an increase of55.333billion RMB, up33.3%. Among them, the welfare lottery agencies sales is127.797billion RMB, an increase of30.995billion RMB, up32.0%; Sports lottery agencies sales is93.785billion RMB, an increase of24.339billion RMB, up35.0%. The sports lottery has emerged with the western-style horse racing in semi-colonial and semi-feudal old china which has hundred years history. After the third plenary session, Forbidden of lottery industry has been cracked with the reform policy. The sports lottery aimed at motivating the national’s sports undertakings and meeting the reality needs has emerged as the time require. But we just open to public only one form of lottery with low return rate, weak competitiveness and single content that can’t meet the consumption demand of sports contest game and casino under the higher disposable income caused by rapid development of economics. Lin jiama who is the national political consultative conference and the vice President of poverty alleviation said we can issue some policy and proper opening up the gaming industry in the CPPCC.The article try to find a sustainable development road for national’s sports gaming industry through comparison and the game model which takes the economics and social transformation as background and the development status and trend of game industry in neighboring countries and regions as the research object. Meanwhile the article did not avoid the negative influence on personal life or family even the society with opening sports betting but made deep analysis on the present situation of our country’s current sports lottery and the existing problems. Through the scientific analysis with the present domestic and external environment of the situation, to open the sports lottery industry is the best choice government can make at present.The article has used three typical model of the game theory. First of all, When demonstrated the game between football participants and the gaming houses. Last but not least, it has used the "prisoners’dilemma" and the "market into block" model when demonstrated the policy choice between our government and foreign government to explain the best choice is to open the sport lottery market at present.It has came up with the strategy and solution of the negative influence we may met according to the current situation and the actual situation which include: institution setting, benefit balance, supervision mechanism, propaganda positioning, improve legislation and the specific steps of opening. Xuehong Wang, who is the director of the public welfare lottery institution of Beijing University, said the lottery industry in China is legal already.
