Namibia had undergone two large scales of vocational education and training reforms since its independence. The vocational education and training system which can meet the nation’s need was established through publishing vocational education and training Act, developing training programs and establishing special schools. Meanwhile, an independent and efficiency vocational education and training administration organization was established. However, there are still some problems confronting the reforms. It should have some reasonable interpretation and reflection to the practice of reforms.By means of literature research method, survey research method, historical research method.The research starts with the background of vocational education and training reforms in Namibia. This paper makes an analysis of the specific measures, achievements and the problems during the reform, and put forward the inspiration to Chinese vocational education reform.This paper consists of five parts.The first part is the introduction. With the analysis of research background, it puts forward the topic of study, defines the core concept, introduces the thought of this study, sets up appropriate research approaches, and makes a brief analysis of relevant research findings both at home and abroad.The second part introduces the situation of Namibia vocational education and training before its independence and gives a brief description of its germination and development, including characteristics which are in bedded in its vocational education and training since its independence.The third part represents one of the key points of the paper. This part analyzes the first reform which is beginning at the enactment of National Vocational Training Act. It also analyzes the background and specific measures of the reform as well as the achievements and problems of the reform.The fourth part is also one of the key points of the paper. The vocational education and training of Namibia has improved a lot after the first reform. However, some problems still persist. In order to solve these problems and establish independent and effective management organization of the vocational education and training, the implementation of2006education and training sector improvement program was introduced and then this become the turning point. Namibia conducts the second reform after that. This part analyzes the background, unsolved problems and specific measures of the reform as well as the achievements and challenges of the reform.Finally in the fifth Part, the paper summarizes the experience of the reforms in Namibia to enlighten the vocational education reform in China.
