University Financial Management plays an important role in the entire administration system, impact directly on the achievement of the university. The establishment of an effective financial management mode is imperative. With the rapid development of Chinese universities both in the areas of education and scientific research, Tianjin University of Traditional Chinese Medicine (TUTCM) is gradually developing into a worldwide known medical University due to its features in Traditional Chinese Medicine teaching and advantages in discipline construction, the enrollment, education income and research income are increasing rapidly. The transform of financial management method from the type of accounting to management become inevitable.Project management has been developing for decades as a worldwide emerging management discipline, but it is still in its infancy in China. The project funding refers to funds provided for the completion of a single task with specific goals under certain constraints. The project funds management is the planning, accounting and control of the project funds accounting and strict manner according to the project management theory and methods, aims to achieve the best social and economic benefits. The project management is to plan and control all of the activities in order to achieve the project objectives.Management of all the funds in universities is urgently seeking reform. Adaption of enterprise project management provides new pathway for the funds management of TUTCM. With the development of TUTCM, the existing financial management become increasingly unsuitable to the management of funds, there is an urgent need to establish an effective management system. So in recent years, TUTCM are implementing full project management for the research funding and some departments’dedicated funding. But there are still many problems involved, and need to improve.The present study systematically reviewed the progress of the theory and practice of project management study of domestic and foreign institutions, analyzed some related problems during the course of project management in universities, combine with the status quo experience and problems of the financial management in Tianjin University of Traditional Chinese Medicine,summarize the current work from the aspects of the system, the concepts, methods and advanced methods of the future implementation of standardized financial project management system, put forth some appreciate solution for the problems from the aspects of specification of the project management, establishment of the project management concepts, use of project performance appraisal regulation for the fund management, standardization of financial accounting, etc. Some detail proposals are provided for the management of the university, such as the management of teaching quality, student safety management, teaching research project management, administration affairs management, financial management, infrastructure construction project management, technology management, scientific research funding management, etc. All of the above affairs are managed as a project; The project management should be involved in prior to budget; Establish accounts for every project or in one package respectively and conducted use computer; learn from other institutions of good financial management experience to improve the specific measures, etc. It will also provide a good reference for project management conducted in other universities in China.
