| As the advance of "establishing harmonious society of socialism" and the progress "The Huimin Project" by the government, social welfare programs cause the social concern rapidly. At present, the project has become the dominated forms which the government and non-government organizations of our country launches welfare activities and performs the service functions. So to speak, the development of social welfare project influences the advances of social welfare works in our country directly. After these years, the constructed experience demonstrated that such phenomenon as "valuing construction and neglecting supervision" prevails during the process of launching and implementing social welfare project. It results in consequences which deviates expected goals and causing the waste of resources. Under the circumstance of the scarce per capita the welfare resources in our country, it is particular significant that rationally allocate public resources and maximize its efficiency. Scientific and normative administration method is the security of project achievements. For the object of social welfare programs is people, and its service emphasizes social responsibility and welfare, so comparing with other common projects, social welfare program is of much more complicated and more management difficulties. China has leap from low income country to medium slant next income country, therefore the cognitive approaches and administration methods must advance with the times. This thesis refers the management tools and methods program management in Management so that researchers can propose the countermeasure and advices after studying existing problems in the management of social welfare project.This thesis can be divided into six parts. The first part introduces research background, significance and rationale relative to the present study. The second part elaborates the fundamental definition of social welfare programs and relevant theoretical foundations. The third part takes the program "Community Day Caring Station" as example to present the research background and current situation of this program.The fourth part focuses on the main problems which exist in the management process of "Day Caring Station", according to the study results.The next part puts forward countermeasure and proposal to further perfection of social welfare programs management in our country which includes designing practicable scheme, perfecting of supervision mechanism, building efficient management team, completing program cost plan and strengthening communication.The final part is conclusion. |
