Since the reformation and opening, especially the21st century, college student associations have sprung up in China, and have become an essential part of campus life. They are playing an increasingly important role in promoting the comprehensive development of students, accelerating democratization process of college management, and speeding up society’s harmonious development. However, due to various historical as well as modern problems, the existing management mode universities are applying is severely deterring student associations’ healthy development. Therefore, what kind of management mode should be taken to encourage and guide students’associations turns to be an issue badly in need of research in the field of public administration.Comprehensively considering previous findings, this paper provides the definition of student association management mode, and categorizes it into three types—power dominant, regulation dominant and reliance dominant management mode. The management mode universities adopt is very important for realizing students’ right of association freedom, in that it is one of citizens’ basic constitutional rights. In the interactive relationship between universities and students, there is a only way to actualize the dynamic balance between college management and students’ right of association freedom. That is to fully trust students, respect their right, relax association regulations, and then to achieve the transformation from power dominant to regulation dominant management mode, and finally to a reliance dominant one.Making a cross-sectional and longitudinal comparison with student association developing history and present management situation in foreign countries and in China, we can find out that even though great progress has been achieved inland, big problems still exist, and it is necessary to transform student association management mode in China. What’s more, the transformation is feasible considering the change of social environment, educational environment, and students’ characteristics in China. With wealthy references, this paper provides practical methods for the transformation of student association management mode in university in following aspects:to show respect for students’ right of association freedom, to establish an interactive and reliable relationship between universities and students, to clearly define the functional relationship of universities and student associations, to perfect student association management system, to make good use of various resources, to enhance student associations’autonomy, and to strengthen regulations and instructions.
