With the deepening development of the network environment, as an important role in promoting education, the application of network to discover and solve the problems has gradually become an integral and novel part of people’s thinking, which has brought new challenges to the study of complex learning concerning learners’ cognition, affection and skills. Extensive applications of Web2.0, the further exploration of credible Internet Web3.0technology, the interactive and cooperative learning in network environment, together with the need of adapting to the challenges in education make the study of complex learning issues in the network environment desperately urgent.The research on interactive and cooperative learning in the network complex learning, through the combination of network characteristics and a variety of applications, relying on the advantages of online learning, construct the network complex learning environment, thereby enhance the complex learning performance. From the view of interactive and cooperative learning in the complex acquisition behavior in the network environment, this study aims to build an effective and efficient complex learning model in terms of interactive and cooperative learning to guide complex learning in the network environment through document research, surveys and other methods, under the instructions of the domestic and foreign research achievements of the complexity theory, the complex adaptive systems theory and cognitive loading theory, comprehensively analyzing the four component instructional design model, and human action model, combining theory and practice together.In this study, a better understanding about complex learning, complex learning environment and behavior will be made. After discussions about collaborative learning in the network environment and deeper exploration of the Web3.0concept, the model of interactive and collaborative complex learning in the network environment will be built, under which cases of learning model are to be designed to further illustrate the process. This model consists of four parts, the learning subject, learning tasks and methods, collaborative learning in the network, and self-organized learning. Characterized by the application of network to discover and solve the problems. I considered the changes of ways of learning environment. I concerned about the persistence and transformation of the learners’ time and space. A useful exploration of the complex learning problems being finished, it is pointed out that the application of network serves as an effective way of thinking in complex learning. Having made some exploration of the integration of traditional learning and network learning in the environment, researchers can basically defined the significance of the integration.
