Excellent Talents need to be learned before, fast access to information, lifelong learning concept, the spirit of self-development and collaboration with people at this New Century all this can not be separated from the cultivation of responsibility. The sense of social responsibility is an important element of the healthy personality and also is one of the quality of the core of the modern citizen. In the final analysis, Implementation of quality education need to cultivate a new era for people. The new curriculum to high demands on the quality of students are:physically healthy body, have good moral character and sound personality, have a strong sense of curiosity and interest in learning, confidence and sense of social responsibility and mission and a sense of open and cultural tolerance attitude. Physical Education are an important part of school education, it shoulder the historical mission of a comprehensive physical and moral development of society to cultivate talent with moral, intellectual closely integrated. Physical fitness (fitness function) is the most essential functions of the Physical Education Objectives of school physical education in China, is to enhance students physique, promote the development of students’ physical and mental coordination, develop students’sports ability and good quality make it the moral, intellectual and ideological, of comprehensive development of Socialist builders and successors.There is a poem saying:the belief that planting continues, will be received in an action, Sow seeds a acts, get a habit Sow a habit, and you reap a character. A character bearing on a person’s destiny, it means that he or she has a strong sense of its character, then it will reap a wonderful life.This poem illustrates the importance of training and education of young students in the process of growing up on the sense of responsibility well. There fore, against this backdrop, the culture of Primary and Secondary Physical Education and students’sense of responsibility explore practical students to self, others, collective social responsibility awareness training ways, methods, requirements, training and education for the sense of responsibility practice as reference.It uses literature, questionnaire, field interview, mathematical statistics, the theory of logical induction law, comprehensive pedagogy, psychology, education, management science, sociology, social responsibility and primary and secondary school students in Changsha City the status of research from the clear social responsibility of the primary and secondary problems in this paper to analyze its causes and make recommendations accordingly. Its complex causes are one for School Moral active not too high; out for assessment of education in schools and family education evaluation of students’academic performance; one for parents of students’ moral culture in the hands of the moral lesson do notattention to the various disciplines important effect of education on students’moral, the last reason for cultivation of student’s responsibility and consciousnessRecommended that schools at all levels to build a "people-oriented" concept of school management on the new platform that is to carry out the cultivation of student’s responsibility and consciousness to ajust them by themselves by their deep mind also effected by those daily rules. To make teachers and students learn to take respon sibilty learn to judge, and learn to choose to form a unique characteristic of school education.
