The curriculum reform of elementary education (Trial) points out that teaching evaluation should be established on promoting students’comprehensive development and teachers’improvement. From the angle of promoting the development of teachers and students, this article sets up the evaluation criterion of classroom teaching under the background of the new curriculum reform. By the evaluation, feedback, and improvement to promote the professional growth of teachers, the classroom teaching quality, and the development of each student.The article is divided into seven parts. The first part is introduction, which comprises the background of the selected topic, the research purpose and method, and literature review. The second part is the basis of classroom teaching evaluation standard. The third part is the establishment of classroom teaching evaluation standard of primary school subjects.The fourth part is the organization of teaching evaluation standard for comprehensive practice of primary school. The fifth part is the validation of primary school classroom teachingevaluation standard.9teaching cases are given to verify the practicability of it. The sixth part is the implementation of classroom teaching evaluation standard. The seventh part is the problems found in the research and its countermeasures. Specific thoughts are as following:In order to establish the classroom teaching evaluation criterion under the background of new curriculum reform, based on the Multiple Intelligence Theory, the Cooperative Education Theory, the Constructivism Theory, the Humanism Management Theory and The Target Setting Theory, the author made questionnaire survey with60teachers, and combined with the teaching experience of her.Combined with the standard of quantitative evaluation and qualitative evaluation, two evaluation criterions are formulated. One is for the branching program, and the other one is for the comprehensive practice. Quantitative evaluation is rated by weight, while qualitative evaluation is estimated by the brief description of the teaching case from evaluation panel. The combination of the two evaluations can be targeted and persuasive. Meanwhile it is convenient for teachers to understand and make improvement.The criterion formed in this article focuses on the judgment of teachers from the orientation of teachers’ role, and whether the teacher can be a motivator, an organizer, a leader, a partner and whether the teacher can cultivate the ability and personality of students, and whether he pays attention to the development of students. The criterion here also focuses on teacher’s experience summary.On the implementation of classroom teaching evaluation, as the procedure of it is an ordered one, which can be roughly divided into preparation, implementation and result management. Under the theory of humanism management and target setting, this article established a classroom teaching evaluation standard and implementation system by elaborating the organization, evaluation method, and the supervision of the implementation.
