Nowadays, Non-Government Organizations have entered into people’s lives and take on more social services with the development of politics and economy in China. Beyond borders project gradually into people’s perspective, but due to the particularity of beyond borders project, it will be facing many difficulties and challenges In the process of operation. This paper has a specific project as an example to explain the difficulties and challenges. The study will be helpful to organize and manage works of NGOs and provide a reference for the development of NGOs.On this paper, I want to study responses of different interest groups when NGOs involved in an item. This study based on qualitative research. During this time, I was a volunteer in Y Organization living together with workers and did some in-deep interviews with representatives who come from different groups associated with this item. The study find out that the attitude of different groups can be roughly divided into three categories, first, a positive response; secondly, a negative coping; thirdly, a strong opposition. At last, I will analyze the reasons which causes different attitude of various groups by using the AGIL analysis model of Parsons, to evaluate overall project based on my survey.
