The improvement of the citizen’s scientific literacy, to enhance the ability ofcitizens to access and use technology knowledge, to improve the quality of life, toimprove the national’s ability of independent innovation, building the innovativecountry there is of great significance. Scientific literacy education policy has beencarried out for many years in our country, made some progress, but at the same timestill has many problems. The paper using literature method and content analysismethod, through the investigation of Scientific literacy education policy and somerelevant policies, found our Scientific literacy education policy has many problems.Such as:contradictory policies resulting from conflicting departmental interests;mainresponsible body is not clear; operability is not strong, many policies cannot beimplemented; lacking of systematic; policy doesn’t follow the compact.Specific,Operability is not strong, many policies cannot be implemented, it mainly displays in:For system, the education subjects’ rights and obligations for all levels are not clear.For course, it does not reflected the principle of teach students in accordance of theiraptitude;For students, lacking of specific and clear quality policy; For funds, fundsscheduling is not clear, the supervision on funds is not in place, illegal possession ofcapital punishment strength is not enough; It’s mainly embody lacking of systematic:many policies focus mainly on primary and secondary period schools, and it doesn’tpay enough attention to preschool and higher education period. Many policies focusmainly on school science education, and it doesn’t pay enough attention to familyscience education and social science education; Policy doesn’t follow the compact, itmainly display in: different education phase, different types of scientific literacyeducation policy doesn’t follow closely each other. The content of the course doesn’tfollow closely each other. To solve these problems, the content of our countryscientific literacy education policy should be built from four aspects: Strengthencooperation between every department, put the ministry of education and CAST oncentral status;Enhance operational policy; enhance policy content of the systematic;Strengthen scientific literacy education policy coherence. Specific, Enhanceoperability of the policy should be accomplished: For system, the right and obligationof all levels education subjects should be set in details. For courses, Following theprinciple of their aptitude, enhance the pertinence of science policy.For students, Set up reasonable personnel training standards,and monitoring the quality of educationregularly. For funds, strengthening the supervision of the funds, and specified theamount.enhance policy content of the systematic mainly displays in: all kinds ofeducation at all levels should develop in balance. To strengthen the scientific literacyeducation to student. Strengthening scientific literacy education policy coherenceshould do: strengthen the connection between different type, different scientificliteracy education policy. Strengthen the connection between scientific curriculumcontent.
