Along with the development of economic globalization and regional integration,theChinese mainland and HongKong,s economic development has made great achievements.Butfaced with the challenge of the international market,the two are faced with manydifficulties,especially high-endtalent hortage.Personnel needs,the reform of higher educationin the Mainland and HongKong,s higher education strategic objective for economicdevelopment will inevitably require further internationalization of higher education.In thecontext of the economy is gradually moving toward integration,the two places of highereducation cooperation is the inevitable choice.Since the implementation of ’’One Country,TwoSystems’’,which is a separate customs territory under the WTO framework,trade in educationservices subject to restrictions,a series of legal and operational problems for cooperation inhigher education. Therefore,this article is committed to building formal mechanisms forcooperation in the Chinese Mainland and HongKong to strengthen relations ofcooperation,and intensify cooperation to promote the realization of mutual benefit andwin-win situation.In this paper,the literature analysis,case studies,theoretical analysis and comparativestudy method research.In the study of foreign cooperation in higher education process,thematerials used in the literature,classify and organize so that their grasp macro.Cooperation inhigher education situation analysis and study of foreign areas,to explore the common practiceof modem international cooperation in higher education and general requirements,and byselectively draw on these experiences,and offer inspiration to build the China Mainland andHongKong higher education cooperation mechanism. The conditions of the ’’one country,twosystems",the international relations theory used to explain the relationship between theMainland and Hong Kong,and then use the theory of international relations research ways tobuild the two higher education cooperation mechanisms, in theory ’’one country,twosystems’’,in order to the executive branch of government and higher education managers,decision-making.Build mechanisms of cooperation in higher education in this paper,forimproving the overall competitiveness of the Chinese higher education in the internationalarena, there will be a very big role in promoting: on the one hand,there the be conducive topromoting the integration of the two educational resources to improve teaching quality,andcultivate high-quality,break through the bottleneck in the development of the two places;awin-win cooperation to bring the two higher education,on the other hand,can effectivelycompensate for ’’shortcomings’’ of the development of higher education,improve the overall level of higher education in China,as well as the overall international competitiveness.
