Along with the Rapid development of Chinese economy, the tourism industry achieve huge success. The scale of the tourism industry also constantly expands. So the number of employment has been increased. At the same time, the characteristics of tourist demand also produced enormous variation. A Tourist not only love sightseeing tourism product,but also tourism experience. Such since the tourism service personnel will be got higher and higher requirements. They need to obtain better service timber and higher service skills, in order to make the tourists have more wonderful traveling experience. In this context, higher tourism professional education will play a more important role. The main goal of higher professional education is to cultivate service personnel and managers. In order to achieve this goal, we must change the traditional teaching mode and establish novel teaching mode which is ability orientation. It is important for establishment of ability oriented teaching mode to construct practice teaching system, therefore, around this the theme the paper is to explore how to establish practice teaching system in order that practice teaching system is suitable for China tourism higher professional education.In the beginning I introduced total quality management theory which is the basic of constructing practice teaching system. Based on total quality management theory, the paper expand the scope of practice teaching management, and points out how to improve teaching effect and guarantee teaching quality. At the same time, the practice system is based on CBE teaching mode, therefore, making the target of practice teaching rely on investigation of the quality and abilities of personnel. Under the guidance I will divide tourism industry into the three parts:it is travel agency industry, hotels industry and scenic spots industry. In finally, the research point out what is the quality and abilities of tourism service personnel. In the foundation, I will construct the PDCA circulation system of the practice teaching.In the writing process I obtained a great of information and data by the scientific research methods such as literature analysis method, theoretical analysis method, empirical research method, questionnaire survey and interviews, so as to enrich the argument of the paper. The innovation of this paper is the PDCA cycle working procedure into practice teaching system, to broaden the practice teaching management, so as to ensure the quality of teaching practice and effect.The thesis is mainly composed of five parts:The first part:to introduce background of study, meaning and purpose, ideas and methods study.The second part:To introduce theory basis and background of constructing effective tourism practice teaching system.The third part:To survey that what is quality and ability of tourism service personnel. In this foundation, make the target of tourism practice teaching in higher vocational education.The fourth part:This part explains how to construct the practical teaching system and PDCA circulation system.The fifth part:This is the conclusion part, the author pointed out deficiencies in the study. In the future, I will continue to improve study and research.
