Since the date of birth, the university has an international property. The cross-border flow of students not only promotes academic and cultural exchanges, but also has an important role in promoting the worldwide political, economic prosperity. Therefore, since the beginning of the new century, all countries are competing to develop the international education. They have made full use of distinctive education and teaching content, education system, as well as a variety of attractive policies to attract international students. There is no doubt that in the battle of the international students the United States is in a leading position, and has occupied nearly30percent of the world international education market. China has sent the most international student to other countries, but in accepting, there is much room for development. In the development of accepting policy of international student, we need to learn from United States and other countries.In the new century, there were triple big changes in American accepting polices of international students which had important influence on American international education. The9.11Event made the whole United States into extremely panic. From the White House to ordinary people they concentrated on preventing another terrorist strikes. In accepting polices of international education the tension manily manifested in visa policies and some other immigration polices. In a sense, the9.11Event affected the normal development of American socity. A few years later, it was after layout of the border security and promulgation a series of policies for management and supervision of foreigners, and people gradually realized that the loss of international students is the U.S. losses. Therefore, there was a voice that called for to re-open the door for worldwide outstanding talents. On the behalf of government, the Secretary of State Condoleezza Rice and Secretary of Homeland Security Michael Chertoff attended the unveiling of "The Rice-Chertoff Joint Vision for Secure Borders and Open Doors in the Information Age" on the January17th of2006, and espressed continue to welcome international students. The financial crisis had been involved the global economy in a trough, and many industries had suffered a devastating blow. Both the government’s revenue and the university’s were seriously diminished. In this case, they could provide the very limited funds to international students. While decided to recruit a student there’s a higher financial requirement, and emphasised on the ratio of input and output.In any period, there’re some common characteristics on American accepting polices of international students, such as when we develop the policy should pay attention to government and university division of labor; enact policies in the form of legislation; allow universities to fully participate in market competition; adjust the policy according the different periods and different social backgrounds; adhere to welcome the talents, and always support the development of international education. All of these experiences can be refered to develop China’s international education.
