Learning organization theory is a new management philosophy which developed in management theory and practice since the1990s. Using this idea to create a learning instructor staff has great practical significance for students’ideological and political work under the new situation.College counselors is the backbone to carry out ideological and political education. Building a learning-oriented college counselor team is the requirement for better training talents in the new situation, fostering moral education goal and promoting the healthy growth of students.The professionalism of counselors and the professional development goals made a new request to the comprehensive literacy of the counselors. The realization of this goal needs counselors to sharpen theirMarxist theory,ideological and moral quality ofHumanities and Social scientific literacy and practical ability towork accomplishment. While the cultivation and growth of learning-style counselors are fundamental guarantee to improve their integrated quality, and professional development. In university, we should establish the study-type organization of the ranks of political and ideological assis-tants, improve the growth and development of assistants, promote their individual quality, management level and comprehen-sive ability to realize the integrity of life value with professional value.This article discusses the necessity and importance of the construction of learning-oriented college counselor team in college, points out the status and problems in the construction of learning-oriented andresearch-based college counselor team. Based on analysis of the mode of learning type organization in the counselors staff at colleges and universities and the contradictions, the countermeasures such as determining the common goal, fostering the new type learning concept, and organizing the learning type leading group, building various types of learning organizations, establishing and improving the learning incentive and security system, creating favourable culture surroundings, designing even organization structure, and transforming management mode are proposed.
