Hundred years’ policy based on education, while the education policy based on teachers. With the development of era and update of Educational Philosophy, the requirement on how to improve the qulity of education is becoming more and more stronger.It make our many Primary and Middle School Teacher have to face the tough challenges. How to meet the demands and win the challenges, the one of basic way is to improve the Teachers’ Professional Quality and consummate the structure of Teachers’ Professional Quality. The research of this thesis is about the structure of Teachers’ Professional Quality from the view of the reform about Elementary Educational Curriculum and Teachers’ Training that is the beginning and ending point of this thesis, this thesis is to ascertain the meaning of Teacher’s Professional Quality Structure from some of dimensions and levels and to lay a foundation for establishment a logical Teacher Education Professional Quality Measuring System. Meanwhile, by this way we can establish the tool of Teacher Education Professional Quality Test and offer an reference to the job about Teachers Election and Evaluatation. This study provide a new thought on Teachers’ Professional Development and play a great role in this process.A reasonable Primary and Middle School Teachers’ Professional Quality Stucture is not only to the requirement of the new Elementary Educational Curriulum Rreform, but also to call for Primary and Middle School Teachers Professional Development. The Primary and Middle School Teacher as a member of the Elementary Educational Curriculum Reform whose rule, teaching mode, teaching skill, the ability of education research and rethinking etc should be enhanced. What’s more, Primary and Middle School Teachers’ Professional Quality Strcture plays a part in Teachers’ Cultivation and Traning. After analying Chinese the Primary and Middle School Teachers Professional Quality status in quo, we conclude that the traditional theory of the Primary and Middle School Teachers’ Professional Quality Structure is in an plant not a macrocosm structure, this plant sturcture affect some aspects such as the Teachers’Cultivation and Traning, implementation of Teacher Certification System and Teacher Professional Development and so on. So, it’s very important to establish a new Primary and Middle School Teachers’Professional Quality Structure which meet the demands of Epoch.Being professional staff of the Primary and Middle School Teacher must be a long experience, so in this thesis we discuss the theory of Teacher Professional Development, Implicit Theory and lifelong Education Theory in order to analyse the formation process of the Primary and Middle School Teachers’ Professional Quality Strcture.This thesis advance a three dimensions and two levels struture about the Primary and Middle School Teachers’ Professional Quality Strcture, this structure include Professinal Idea, Professional Ability, Professional Affection. Meanwhile, each dimension consist by Behavioural level and Psychological level, all of this made a strict structure.The theory research should apply to practical reform, at the end of this thesis made suggestion about Training Aim, Curriculum System, Teaching Mode and Teachers’Qualification Authenticationin from the view of the new structure.
