In today’s conception, Information and Communication Technology (ICT) is nowadays a trend factor of determining world development, accelerator of all countries social and economical development and a tool of the protection of human right and public development. This field’s development, role and advantages accepted to universe, in this way UNESCO pays special attention to this field and organized two phased conference under the topic of "World conference on information society issues". From the first phase of the conference the following two works discussed and approved to implement.1. Declaration of Principles2. Activity outline.In these projects they asked all countries to organize political issues on the development of ICT policies. Many countries around the world to an increasing intensification of the industrial era of transplantation of the information age, to bear the establishment of information society, creating social resources, to affirm resources of knowledge, information, and in the political, economic, scientific, educational and other social sector wide usage IT. Almost all countries around the world pay special attention on national information strategy development, the basic education of information technology as an important aspect to take active measures to strengthen support, training to meet the requirements of the information age, information society, innovation talent. Education and information technology education needs to be modernized, future-oriented inevitable result of the development of education must meet the human society for information society development trend requires.Mongolia has vast area and low population density country. Thus in the21st century we have to promote information communication technology. The early20th century, democracy took hold in Mongolia and thus led to the beginning of a new education system. By this time Mongolia was no longer burdened by a large illiteracy rate, but actually had one of the highest literacy rates in the world, calculating at87%.In the new century, the Mongolians as a whole is facing mastering computer literacy education requirements Moreover, IT widely in the community sector is very important.In this research work we tried to compare information technology development in Chinese and Mongolian primary education field and development of basic education information gap, educational and informational technology infrastructure, information resources, information technology teachers’training, regulations and planning.This thesis includes four chapters. Chapter one introduces background, includes status and the meaning of the study, basic issues and ideas, research purposes, and research methods. Chapter two reviews primary education information technology concepts, the characteristics of the origin of primary education, specifications and the purpose of primary education. In the third chapter we researched and compared the specific content of Chinese and Mongolian primary education information, and education information technology infrastructure construction, construction of information resources, faculty information technology training and policies and regulations. In the last chapter summarized and analyzed the limitations of this research. Analyzed the differences between Mongolian and Chinese primary education information technology. And at last tried to find some suggestions and ways in the future of Mongolian primary education technology.
