Along with the development of nowadays society, the worldwide economy competition could be interpreted as the competition of human resources quality. Modern society requires not only a large number of research and talented people with high skilled and theory, but also requires a lot of skilled personnel with rich practical experience, hardworking and highly skilled. Shortage of high-skilled personnel has caused a restriction on the national economic growth, industrial structure optimization and upgrading; and it’s also one of the important factors in the aforesaid constraint. At present, many enterprises could not fulfill with the requirements of market economy development due to the lack for core competitiveness; and one of the most crucial reasons is underestimation of the value created by high-skilled personnel; and also lack of effective incentives for high-skilled talent workers.Establishing a high-skilled talent incentive mechanism, realizing the value of high-skilled personnel so as to play their working enthusiasm and attract a large number of people engaged in the work of technical positions.Although Jiangxi Province has made some achievements on establishment of qualified personnel in recent years, a large gap still exists in comparison with the developed regions in home and abroad. With regard of the quality and quantity of qualified personnel, higher requirement has been raised since the economy and society development in Jiangxi Province has entered in a rapid period. Through the further study of promotion the establishment measures of high-skilled personnel training, evaluation, and incentiveand market supply and demand as well as the flowing and loss of high-skilled people; besides, borrowing the incentive experience to high-skilled person from domestic and abroad, and then make a conclusion of the problems exist in high-skilled personnel incentive mechanism of our province. Moreover, analysis the underlying reasons that cause these problems, as well as the consequences. From the study of the main factor in incentive action on high-skilled people so as to do some new exploration on incentive issues of high-skilled people.
