The implementation of Outline of China’s National Plan for Medium and Long-Term Education Reform and Development (2010-2020) has triggered a deep discussion on preschool teachers’ cultivation since its promulgation. At the same time, those practitioners of preschool education professional competence and occupation development have also received more and more attention Under such social circumstance, secondary vocational schools today are confronted with one common issue of vital importance, namely how to successfully cultivate the high qualified talents majored in preschool education, more specifically, how to effectively foster their artistic skills so that preschool children could receive ’high quality of preschool education’ in the real sense to solve the problem of’It’s hard to go into the kindergarten".Focusing on this phenomenon, documentary analysis, questionnaire method, interview method and comparative method were adopted to do the research. The author had a sampling survey on preschool education major at17secondary vocational schools as well as the actual state of some kindergartens of both public and private ones in urban area of Chong Qing. All data obtained therefore have gone through statistical processing with SPSS17.0. By comparing the relevanl national policy aspects and the concrete implementation strategies in Chong Qing, together with the-real cases of his service organization, the author described and classified the cultivation mode an its characteristics of preschool education talent. With the full understanding of the expectation from children, parents and the leaders of kindergartens on preschool education talents" artistic skill, the analysis of the situation and cultivation about the artistic skills of current secondary school graduate students majored in preschool education, and the specific situation of Chong Qing art school’s cultivation of preschool education on artistic skills, the author suggest that preschool education in secondary vocational schools should make clear its training objectives of talents, improve its recruitment of students and examination system, optimize its teacher staff of preschool education and strive to pursue "the double teacher" team to improve the teacher educational background so as to strengthen their practical abilities and knowledge of combining theon, with practice and improve the professional evaluation system. Only by doing so, would cultivation mode for artistic skills of preschool education majors in secondary vocational schools be well improved.
